About this position
As part of our People Management Strategy and HR transformation project, the ICRC Regional Delegation in Beijing wishes to appoint an enthusiast and experienced HR Manager. The purpose of this position is to ensure the delivery of HR services supporting our line managers and around 100 employees to adequately respond to operational challenges, and who can develop and communicate on strategic HR approaches and change management in the countries covered (China and Korean Peninsula) and contribute to the efforts of the Asia region in responding to broader HR challenges. The successful candidate for this post will have a proven track record in a similar position. S-he will manage a team of 2 direct reports and will be the functional superior of 1 staff member in South Korea.
Responsibilities
HR Strategy
Understand the Regional and the Delegation HR strategy, develops and executes its implementation within the Delegation
Report to the management of the Regional Delegation
HR Execution
Be accountable for the delivery of HR services in the Regional Delegation
Validate and ensure HR processes and policies are delivered consistently and accordingly to guidelines from Center of Expertise
Provide support to the Regional HR Manager in the execution of all initiatives within the Delegation
Identify trends on an ongoing basis, providing the delegation management with the requisite information to inform proactive business decisions with regard to human resources issues
Partnering with Line Managers
Support and coach line managers in the execution of core people management tasks and bring HR expertise to them.
Support the management of the regional delegation in the interaction with the Staff Committee
Supervision of HR Department
Lead and supervise HR Team in the execution of daily HR activities and provide necessary coaching and advice
Develop and maintain a strong and relevant network
Requirements &Profile
Selection requirements and experience
University degree / certification or equivalent
Minimum 5 years of relevant experience in an HR Manager function
Fluent in written and spoken English;
-
International experience, preferably in humanitarian sector, would be an asset
Good knowledge of Chinese Labour laws, local competitive employer’s custom and practice
Fully conversant with IT tools

Strongly motivated by humanitarian work, with capacity to engage, persuade and influence others
Ability to develop the role with exemplary conduct and to represent the HR
Strong interpersonal skills with the ability to create and maintain partnerships at all levels of the delegation, both with staff and managers
Excellent and effective communication and listening skills and ability to interact collaboratively in a multicultural team
Strong analytical, decision making and organizational skills and ability to handle multiple priorities in an autonomous manner
