The White House accused China of creating an "unfair" trade relationship with the US "for a long time", referring to US trade deficits with China. But economists generally hold that the deficits are primarily a result of global division of labor and the industrial policies of the US in the past decades.
白宮指責中國造成了“長時間”與美國“不公平”的貿易關係，直指美國對中國貿易逆差。但經濟學家普遍認為，貿易逆差是全球分工和美國數十年來產業政策導致的結果。
根據《中華人民共和國對外貿易法》《中華人民共和國進出口關稅條例》等法律法規和國際法基本原則，經國務院批准，國務院關稅稅則委員會發布公告決定，對原產於美國的659項約500億美元進口商品加徵25%的關稅，其中對農產品、汽車、水產品等545項約340億美元商品自2018年7月6日起實施加徵關稅，對其餘商品加徵關稅的實施時間另行公告。
China will implement an additional 25 percent tariff on 659 goods worth $50 billion from the United States, the Customs Tariff Commission of the State Council said Saturday.
Tariffs on 545 US goods, valued at $34 billion, including agricultural products, autos and aquatic goods will take effect on July 6, the commission said in a statement. Tariffs on 114 other items, including chemical products, medical equipment and energy products, will be announced at a later date, it said.

The Chinese Customs Tariff Commission said the US measure is not only a severe violation of rules of the World Trade Organization, but also against the consensus reached through previous negotiations between China and the US.
By doing this, the US has infringed on the legitimate rights and interests of China, and threatened China's national interests and security, the commission said.
