這兩個 centralize 的分句意思一樣，可以只保留一下。保留哪一個呢？
第一個只提到了集中管理，但未說由誰，所以就保留第二個。
作者的建議:

- In areas that are suitable for grain growing, a good job must be done in grain production and efforts be made to raise per-unit yield, increase variety, and improve quality.
這個要表達的意思很清楚，在適合穀物生長的區域，就努力做，（為了）實現三個目標。
想起那句，“我會盡最大努力的”， I will try my best....
try 就是 make efforts to do a good job， 至於怎樣才是 a good job 其實是很模糊的，不如就不提的好。
作者的建議：

- Naturally, the Chinese side resolutely opposed the propositions and did not accept them.
能感覺出對應的中文其實很符合我們的習慣的，堅決反對...不會接受...，前後承接，這段英文個人感覺也ok。
不過作者認為這兩段意思完全一樣，建議改成 因為...，所以...。

這裡的重複比較明顯，第二個 centralized leadership， 我可以第一反應是把它換成 it， 即 lack of it，不過看了作者的建議，他用了 coordination, 就高明多了，centralized leadership 說的是一個結果，實際是協調問題.
