The US defence secretary has warned America’s air force and navy to be better prepared for war with Russia or China, as new figures show that too many Top Gun fighter squadrons are understrength.

In an internal memo, James Mattis, a veteran of wars in Iraq and Afghanistan, has ordered a near-15 per cent increase in availability of the four most potent fighter bombers and set a deadline of 12 months to meet the target.
