"On time" means at the right time, on schedule, at the time it was planned. (準時，按時，正好在計劃的時間點，反義是錯過計劃的時間點)
"in time" means early enough. The opposite of in time is too late. (比計劃的時間點更早的一段時間，反義是太遲了)

I hope the meeting starts on time.
