龙凤图样设计师中华民国成立后最早采用的国徽，又称“十二章国徽图”，由鲁迅先生在1912年任教育部社会教育司科长时拟定。正面国徽包含了日、月、星、辰、山、龙、草虫、宗彝、藻、粉米、黼、黻元素。其源亦远汉唐以来，说经者曰：“日月星辰，取其照临也，山取其镇也，黼取其断也，黻取其辨也。美德之最，莫不赅备……”上方环列“中华民国十二年造”（1923年）。背面设计取汉代石刻的嘉禾对称排布，中铸“壹圆”。虽然国徽图案优美含义深远，当局认为其帝制色彩过浓并未正式发行。只有试铸少数流入市面，银模金币更为稀少。
