Message from Ms. Audrey Azoulay, Director-General of UNESCO, on the Occasion of International Day for the Elimination of Racial Discrimination

“Any doctrine of superiority based on racial differentiation is scientifically false, morally condemnable, socially unjust and dangerous, and (...) there is no justification for racial discrimination, in theory or in practice, anywhere.”

“任何基於種族差別的種族優越學說,在科學上均屬錯誤,在道德上應予譴責,在社會上均屬失平而招險,無論何地,理論上或實踐上的種族歧視均無可辯解”。

We are thus reminded by the preamble to the International Convention on the Elimination of All Forms of Racial Discrimination, which entered into force on 4 January 1969, that any racial discrimination constitutes absolute scientific nonsense and is a profound attack on our universal and humanist values.

1969年1月4日生效的《消除一切形式種族歧視國際公約》序言這樣提醒我們,任何種族歧視在科學上都是完全站不住腳的,是對我們的普世價值和人文價值的深重打擊。

However, as the events of recent months have shown all too often, racist ideologies, hate speech and the deadly acts that result from them continue to jeopardize world peace.

然而,從最近幾個月發生的事件尤其是目前這場新冠病毒危機中經常看到,種族主義意識形態、仇恨言論、諉過於人心理以及由此產生的造成人員傷亡的行為,繼續威脅著世界和平。

Combating racism is part of our commitment to human dignity. This fight for peace, as the Constitution of UNESCO reminds us, will be won first and foremost in the minds of men and women, for it is in the minds of men and women that the “intellectual and moral solidarity” of humankind must be founded.

打擊種族主義是我們對人類尊嚴作出的承諾。正如教科文組織《組織法》告誡我們的那樣,爭取和平的鬥爭應該首先“於人之思想中”取得勝利,因為“人類理性與道德上之團結”正是奠基於人之思想中。

That is why the defence of diversity, non-discrimination and the culture of peace have always been at the heart of UNESCO’s values and missions since its foundation. This ambition leads us to work jointly with States, non-governmental organizations and civil society, uniting our efforts every day for the common good.

正因如此,自教科文組織成立以來,捍衛多樣性、不歧視與和平文化始終是其價值觀和使命的核心所在。這一雄心壯志使我們與各國、非政府組織和民間社會開展合作,為了共同利益日復一日團結努力。

This is the aim of the global citizenship education (GCED) programmes developed by UNESCO. Through its actions to prevent violent extremism and its initiatives to support education on the Holocaust and genocide our Organization works to educate global citizens and strengthen understanding and solidarity among peoples.

這也正是教科文組織所倡導的全球公民教育的意旨所在。本組織通過其防止暴力極端主義的行動以及支持開展有關大屠殺和種族滅絕教育的倡議,致力於培養教育全球公民,並加強各國人民之間的理解和團結。

It is in this spirit that UNESCO, together with the member cities of the International Coalition of Inclusive and Sustainable Cities (ICCAR), is currently developing a series of innovative master classes, which will raise awareness among young people against racism to make them stakeholders committed to equality. Sessions have already been held in Paris, Caen and Brussels, and the next ones will take place in Mexico City, Quito and Kinshasa, among others. This work with the younger generations is essential because they are the ones who will determine the future of the world.

正是本著這一精神,教科文組織目前與國際包容和可持續城市聯盟的成員城市一道,正在開發一系列創新型大師課程,旨在提高青年對種族主義的認識,使他們成為致力於爭取平等的行動力量。已經在巴黎、卡昂和布魯塞爾開辦了多次大師課程班,未來將繼續在墨西哥城、基多和金沙薩等地開辦。與青年一代一起工作至關重要,因為世界的未來將由他們來書寫。

As we prepare to mark the 20th anniversary of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (WCAR) held in Durban in 2021, we must renew our commitment and strengthen our actions to combat all forms of racial discrimination.

在我們準備2021年紀念反對種族主義、種族歧視、仇外心理和相關不容忍行為世界會議(德班)20週年之際,我們必須重申承諾,加強打擊一切形式種族歧視的行動。

On this International Day, UNESCO calls on everyone to mobilize for equality and dignity and to adopt the aphorism of former United Nations Secretary-General Kofi Annan: “Our mission (...) is to confront ignorance with knowledge, bigotry with tolerance. (...) Racism can, will, and must be defeated.”

值此國際日,教科文組織呼籲所有人為爭取平等和尊嚴動員起來,並踐行聯合國前秘書長科菲·安南的號召:“我們的使命(……)是用知識來挑戰無知,用容忍來應對偏執。(……)我們能夠、將要而且必須擊敗種族主義。”
