當地時間9月5日,肯尼亞警方在一次清查非法外籍務工人員的行動中,帶走數名持有合法證件的中國記者和中資機構人員。中國駐肯尼亞使館獲悉此事後即向肯尼亞高層提出交涉,有關人員已於當天被全部釋放。

6日,肯尼亞警方就執法不當向中方表達歉意。肯警方發言人Charles Owino在接受採訪時表示,此次對於中國記者和中資機構人員的執法不當行為是基於肯方獲得的錯誤信息,肯方承諾將約束基層警察行為,加強執法規範和文明,避免類似事件再次發生。

Kenyan police have apologized for briefly detaining several Chinese journalists and staff members of Chinese entities during an immigration raid on Wednesday.

The raid, part of the country's ongoing crackdown on illegal immigrants, "was based on false information on their immigration status," Charles Owino, Kenya police spokesperson, told journalists in Nairobi on Thursday. "We sincerely apologize for the mishap," he said.

華春瑩稱,肯尼亞警方在5日開展的一次清查非法外籍務工人員的行動中,帶走數名持有合法證件的中國記者和中資機構人員。中國駐肯尼亞使館獲悉此事後即向肯尼亞高層提出交涉,有關人員已於當天被全部釋放。肯方已就執法不當向中方表達歉意,並承諾將約束基層警察行為,加強執法規範和文明,避免類似事件再次發生。

華春瑩還表示,據瞭解,肯尼亞警方此次行動是其打擊外來非法移民行動的一部分,不針對、不限於中國公民。也提醒在海外的中國公民嚴格按照駐在國法律法規辦理好經營和居留手續。

The Chinese reporters and staff members were held despite having legal documents, Chinese Foreign Ministry spokeswoman Hua Chunying told a press conference on Thursday.

The Chinese embassy immediately complained to the Kenyan government and all the personnel were released on the same day, the spokeswoman added.

The Kenyan police later apologized to Chinese officials for the improper action and promised they will constrain officers to prevent such incidents in the future.

Hua noted that the raid is part of a move by Kenya to crack down on illegal immigration and is neither aimed at nor limited to Chinese nationals.

當地時間9月7日,肯尼亞記者協會(Kenya Union of Journalists)秘書長Erick Oduor代表該協會發表了題為《Police should keep off newsrooms》(警方應遠離新聞編輯部)的聲明,譴責警方的執法不當行為,並呼籲警方應“避免對記者進行不必要的粗暴對待。”

Kenya Union of Journalists on Friday condemned the arrest of Chinese journalists, saying the country's immigration authorities should focus on illegal workers.

聲明稱,除中國記者外,BBC的工作人員也於上月在警方開展的非法外籍務工人員清查行動中遭到了“類似的騷擾”(“similar harassments”)。

聲明還指出,問題的根本在於本國移民局。應該對移民局內部開展調查,以查清外國人究竟如何獲取在肯工作資格。

Written in a public letter, Secretary-General of Kenya Union of Journalists Erick Oduor said, "Police should keep off newsroom."

"There is no justification for violence against journalists," Oduor wrote.

Referring to a similar harassment of British Broadcasting Corporation last month – the BBC's newsroom was disrupted despite journalists providing the required papers and identification cards, Oduor said, "It is disturbing that police officers have stormed newsrooms to violently arrest journalists, whom the government has since established that are in Kenya legally."

He went on to say that the country's Department of Immigration should hold responsibility for illegal immigrants.

"The rot is in the Department of Immigration, where investigation should be carried out on how expatriates acquire the requisite paper to work in Kenya," he said.

據法新社報道,肯尼亞自上月起開始拘捕非法移民。此前,在今年5月,肯尼亞政府曾要求外籍人士於60天內提交材料對工作許可證重新進行驗證和登記。上週,肯尼亞政府還開設了一條電話專線,鼓勵公民舉報非法移民。

Last month, Kenya began hunting down and arresting those illegally in the country after holding a 60-day exercise in which every foreigner was required to revalidate their permits. A hotline was also released last week by the country's interior ministry for the public to report suspected illegal immigrants, AFP reported.
