2020年1月31日，在新型冠狀病毒爆發的背景下，英國醫學科學院、Elsevier、中國科技論文在線（Sciencepaper Online）等多家機構簽署了一項關於突發疾病的聲明：《分享與新型冠狀病毒(NCoV)爆發相關的研究數據和發現》。聲明中呼籲研究人員、期刊和資助者迅速和公開地分享與此次疫情有關的研究結果和數據，為公共衛生對策提供信息、拯救生命。該聲明堅持對2016年《關於公共衛生突發事件中數據共享的聲明》中確立的原則的承諾，並將努力確保世界衛生組織（WHO）能夠迅速獲取全球疫情的最新情況。
☆所有與疫情有關的經同行評審後出版的科研論文應立即開放獲取，或者在疫情期間免費獲取
☆期刊在獲得作者知悉的情況下，將疫情相關成果立即與世界衛生組織分享
☆在期刊出版前通過預印本等開放獲取平臺發表的相關研究成果，需具有底層數據可用性的明確聲明
☆研究人員和公共衛生部門、研究社區以及世界衛生組織應儘可能迅速和廣泛地分享與疫情有關的相關研究數據和用於收集數據的方案和標準
☆投稿前已在預印本發表的成果也可在期刊上發表。
