江门市是中国第一侨乡，对外开放程度高，是中外人士和睦相处的中国侨都。新冠肺炎疫情发生以来，在习近平总书记、党中央的坚强领导下，按照省委省政府和市委市政府的部署要求，我市依法、科学、有序开展疫情防控工作，经过不懈努力，全市疫情防控持续向好态势不断拓展。在抗疫的过程中，我们得到了各国驻穗总领馆、外国地方政府、民间组织、海外侨胞和友好人士的关心和支持，对此我们深表谢意、感念在心。
当前，我市疫情防控形势依然复杂，“外防输入、内防反弹”压力仍然很大，不断织密织牢疫情防控网络，保障在江的中外人士的生命安全和身体健康，需要大家持续共同努力。病毒没有国界，疫情不分种族，唯有团结协作、携手应对，才能共同战胜疫情。为此，我们谨向所有在江的中外人士特别声明：
二、我们坚持人文关怀，在实施疫情防控措施和健康管理服务时，充分考虑中外人士的合理关切，提供必要的保障和服务，切实保障合法权益。
三、为有效防控传染病传播，根据中国有关法律法规，在我市的中国公民和外国人均有义务配合各级政府和相关部门实施防疫抗疫措施，违反法律法规将承担相应的法律责任。
四、在开展疫情防控工作中，我们反对任何针对特定人群的差异性做法，对歧视性言行零容忍。
五、任何单位和个人不得因国籍、种族、性别、肤色等原因限制或拒绝特定人群入住旅店、租住房屋，以及出入社区、商场、公园等公共场所。
六、任何单位和个人不得因国籍、种族、性别、肤色等原因限制或拒绝特定人群搭乘公交车、出租车等公共交通工具；不得拒绝对特定人群提供理发、购物、餐饮等日常生活服务。
七、任何单位和个人不得因国籍、种族、性别、肤色等原因对特定人群前往医疗机构就医采取区别对待和歧视性做法。
八、江门市各级政府尊重和保护外国在华外交领事人员的外交领事特权与豁免，并为其履行外交领事职责提供便利。

A Letter to All People in Jiangmen
Dear Chinese and foreignersin Jiangmen,
Jiangmenis the NO.1 hometown of overseas Chinese in China, witha high degree of opening up to the outside world. It is held dear as the capital of overseas Chinese in Chinaby Chinese and foreign nationals living in harmony here. Under the strong leadership of General Secretary Xi Jinping and the CPC Central Committee,according to the deployment of the CPC Guangdong Committee and the Provincial Government，the CPC Jiangmen Committee and the Municipal Government，Jiangmenhas implemented science-based, legal measures in an orderly manner in the prevention and control of COVID-19 since the outbreak.Through unremitting efforts, positive trend in preventing and controlling COVID-19 has been constantly consolidated and expanded. In this process, we have received care and support from consulates general in Guangzhou, foreign governments, NGOs, overseas Chineseand friendly people, which we highly appreciate and will always remember and cherish.
At present, the entire landscape of epidemic prevention and control remains complex, and we are still faced with great pressure of guarding against imported cases and domestic resurgence. For the safety and health of Chinese and foreign nationals in Jiangmen, it is necessary for us to join hands in building stronger defense against COVID-19. Virus does not respect borders, nor does it distinguish between races. People of the world must work together if we want to win this battle. Hence, we would like to state the following:
A. Governments at all levels in Jiangmenhave taken comprehensive, strict and thorough prevention and control measures, and have strictly applied undifferentiated health management service to both Chinese and foreignersinJiangmenin accordance with laws and regulations.
B. Humanistic care is provided when implementing epidemic prevention and control measures and offering health management service. We give full consideration to reasonable concerns of Chinese and foreign nationals and provide necessary guarantee and assistance to effectively protect their legitimate rights and interests.
C. All Chinese and foreign nationals in Jiangmenare obliged to cooperate with governments at all levels and relevant departments to implement prevention and control measures according to Chinese laws and regulations. Those who violate the laws or regulations shall be held accountable.
D. We firmly oppose any discriminatory practice against specificindividual or group, and allowzero tolerance for discriminatory remarksand deeds.
E. Any organization or individual shall not restrict or refuse providing hotel accommodation and renting houses to any specific group of people because of their nationality, race, gender or skin colour. Nor should they be denied free access to such public venues as local communities, shops and parks.
F.Any organization or individual shall not restrict or turn away any specific group of people from taking metro, buses, taxis or other public transportation because of their nationality, race, gender or skin colour, and shall not refuse to provide daily services including haircutting, shopping and catering for them.
G. Anyorganization or individual shall not apply differentiated treatment or discriminatory practices to any specific group of peoplebecause of their nationality, race, gender or skin colour when they are seeking medical care in medical institutions.
H.Governments at all levels in Jiangmenrespect and protect the diplomatic and consularprivilegesandimmunities of foreign diplomaticor consular personnel in China, and provide facilitation for them infulfillingdiplomatic and consular duties.
I.In this special period of time, we encourage all Chinese and foreign nationals in Jiangmento obtain the latest information concerning epidemic prevention and control from authoritativesources.
