Building a New Pattern of All-Around Opening Up under the Belt and Road Initiative was issued by Zhejiang Provincial CPC Committee and Zhejiang Provincial People’s Government on 8 May 2018. The document calls on all stakeholders in the province to co-build a fully open economy which integrates deeper into the world economic system. Below are some bullet points of the document.

Accelerate the development of new advantages in terms of foreign trade competition. Deeply implement market diversification and international competitiveness improvement strategies, carry forward the transformation of development patterns of foreign trade, consolidate and improve market share, put efforts into the improvement of export additional values and benefits, and try hard to build the international competitiveness centering on quality, technology and brand.
加快服務貿易發展，大力發展跨境電商、市場採購、外貿綜合服務平臺等貿易新業態新模式，打造外貿出口新增長點，建設新型貿易中心。主動擴大進口，充分利用中國國際進口博覽會的溢出效應，提升進口便利化水平，建設全國重要的進口商品集散中心。著力打造若干具有國際影響力的進口展銷平臺。
Accelerate the development of service trade, and strive to develop new trade modes and models of cross-border e-commerce, market purchase and integrated service platform of foreign trade so as to build new growth points for foreign trade export and new trade centers. Actively increase demands for import, take full advantage of spillover effects of the China International Import Expo to enhance the level of import facilitation, and build a national major distribution center for import commodities. Mainly establish several sales exhibition platforms for import commodities with international influence.

Build a high-quality gathering place for foreign investment. Build China (Zhejiang) Pilot Free Trade Zone with high standards and levels. Put institutional innovation and the development of open economy at the top of agenda, concentrate on the whole-industrial chain investment facilitation related to oil and liberalization of trade, step up the pace to complete deployed pilot tasks, and enhance the development quality of Pilot Free Trade Zone and international competitiveness.

加強國際友城建設。建立健全雙邊、多邊合作機制，推動地方政府間開展務實交流合作。完善友城結好與管理機制，鞏固拓展市級、縣級友城，支持院校、企業、文體科研機構等建立發展國際基層友好關係。
Strengthen the construction of international friendship city. Establish and improve bilateral and multilateral cooperation mechanism, and carry out pragmatic exchange and cooperation among local governments. Improve friendship-city alignment and management, consolidate and develop city-level and county-level friendship cities, and support institutions, enterprises and scientific research institutions to establish and develop the international grass-root friendly relationship.
擴大教育對外開放。以開放合作助力實施高水平大學引育工程，大力推進與國際知名院校、國內世界一流大學建設高校等合作辦學，支持寧波諾丁漢大學、溫州肯恩大學發展。
Reinforce the educational opening up. Carry out introducing and educating projects at the high-level university with opening up and cooperation, vigorously promote cooperation in running schools with international well-known institutions and domestic first-class universities, and support the development of University of Nottingham Ningbo China and Wenzhou-Kean University.

深化健康服務國際合作。推動國際知名醫療機構和醫療團隊與浙江省醫療機構開展合作，吸引外資在我省設立合資合作醫療機構，鼓勵外資優先投向醫療資源稀缺的區域以及特需醫療服務短缺的領域，推動本土醫院與國際商業保險醫療接軌。
Deepen international cooperation in health service Develop cooperation of international well-known medical institutions and medical teams with Zhejiang's medical institutions, attract foreign-funded investors to set up JV cooperation medical institutions in Zhejiang Province, encourage foreign-funded investors to sponsor regions which are lack of medical resources and fields which particularly need medical treatment services, and drive forward the integration with international commercial medical insurance of local hospitals.

大力提升貿易便利化水平。推動“最多跑一次”改革在外貿領域深化運用，提高通關效率，降低交易成本。
Vigorously promote the level of trade facilitation. Deepen the application of the reform of "One-stop Government Service" in the field of foreign trade, improve customs declaration efficiency and reduce transaction cost.

Fully implement the system of pre-establishment national treatment plus negative list, accelerate the opening up of the service industry, actively strive for the development of opening-up comprehensive pilots of the national-level service industry, deepen the opening up of NEV manufacturing industry, and implement the policy concerning the relaxation of the ratio of foreign-invested shares of automobile industries.
進一步完善對外開放法治環境。嚴格依法平等保護各類合法權益，嚴格兌現向投資者及外商投資企業依法作出的政策承諾，保障不同所有制企業在政策適用、資質牌照、政府採購、科技項目、標準制定等方面公平待遇。
Further improve the legal environment in opening up. Protect legal rights and interests in strict accordance with the law, strictly prove the policy commitments made to investors and foreign-invested enterprises according to laws, and guarantee the fair treatment in policy application, qualification license, government procurement, science and technology project and standard establishment of different ownership enterprises.
切實加強知識產權保護。開展網絡侵權盜版、侵犯專利權、侵犯商標專用權等知識產權問題集中整治，探索制定互聯網、電子商務、大數據等新興領域的知識產權保護規則。
Practically strengthen intellectual property right protection. Carry out centralized rectification for intellectual property rights issues, such as Internet piracy, infringement of patent and exclusive right to use trademarks, and formulate rules to protect intellectual property rights in emerging fields such as the Internet, e-commerce, and big data.
