“一帶一路”人才培訓項目設施聯通高級研修班招生簡章
一、項目介紹
“一帶一路”倡議提出以來，圍繞政策溝通、設施聯通、貿易暢通、資金融通、民心相通開展的“五通”建設取得了豐碩成果。
“一帶一路”人才培訓項目由國家發改委指導、中國華文教育基金會主辦、陳江和基金會資助、“一帶一路”國際智庫合作聯盟和全球化智庫支持。項目的目標是增加“一帶一路”國家人民對“一帶一路”倡議的理解，促進相互理解和民心相同。
2017年9月，項目正式啟動，清華大學、復旦大學和華僑大學分別承辦首期“一帶一路”的“設施聯通”“資金融通”“貿易暢通”三個高級研修班。
在“五通”建設中，“設施聯通”是推進“一帶一路”建設的重要內容，也是大有可為的重要領域，更是深入推進“五通”建設的關鍵性事務。
第二期“一帶一路”設施聯通高級研修班將於2018年9月16-21日在清華大學法學院舉辦。本次研修班主要面向“一帶一路”共建國家，特別是東盟、南亞和中東歐國家的各界精英，通過開展專題系列講座、深入實務部分參訪交流，充分了解“一帶一路”倡議，特別是“設施聯通”的新成就、新政策、新舉措，提升與共建國家的設施建設水平，推動“一帶一路”國家整體設施建設和提高。

三、課程設置
1. 專題講座。包括：“一帶一路”建設中的民心相通；“一帶一路”基礎設施建設與東南亞國家發展新機遇；基礎設施建設項目管理與投資運營；“一帶一路”交通設施建設；FIDIC合同在國際項目管理中的重要作用；跨國工業園區助力“一帶一路”基礎設施建設等。
2. 參觀考察。前往中國海洋石油總公司、中國建設集團有限公司
等處參觀考察。

五、參加對象
面向“一帶一路”共建國家、重點針對東盟、南亞和中東歐國家的政府官員、企業高管、專家學者等領域的高級人才。
研修班學員總數不超過35人，其中每個國家原則上不超過6人。
六、研修費用
為學員提供在校學習期間的住宿、餐飲、學習培訓和參觀考察費用。
七、研修時間地點
時間：2018年9月16日—21日（16日報到、21日離開），
地點：清華大學法學院（北京市海淀區）。
八、報名及錄取
1.請申請者於2018年7月15日前，將《“一帶一路”設施聯通研修班報名表》發送至E-Mail：[email protected]，郵件題名為：申請者姓名+國別。
2、清華大學與中國華文教育基金會確定錄取名單後，於2018年8月1日前發送錄取通知，並詳告報到時間、地點、酒店等事宜。
3、學員研修結束後將獲得清華大學和中國華文教育基金會頒發的結業證書。

Program Introduction
Since "theBelt and Road Initiative" was put forward，the construction ofthe "five types of connectivity" carried out around policycoordination, facilities connectivity, unimpeded trade, financial integrationand people-to-people bond has achieved fruitful results.
“The Belt andRoad” Talent Training Program is guided by the National Development &Reform Commission of China, hosted by the Chinese Language and CultureEducation Foundation of China, sponsored by Tanoto Foundation, supported by Silk Road Think Tank Association and Center for China and Globalization.The purpose of the Program is to help people along the Belt and Road countriesto better understand “the Belt and Road Initiative" and to enhance mutualunderstanding and “people to people bond”.
In September2017， the Program was formally launched. Tsinghua University, FudanUniversity and Huaqiao University organized three “The Belt and Road” seminarsrespectively on facilities connectivity, financial integration and unimpededtrade
Facilitiesconnectivity is an important content of promoting construction of “The Belt andRoad”, and a field which has a brilliant future. Moreover, it is an overallaffair to promote the construction of the "five types ofconnectivity".
TsinghuaUniversity will offer the Second Phase “The ‘Belt and Road ‘FacilitiesConnectivity’ Talent Training Program” from 16 September 2018 to 21 September.This program is mainly geared to the “Belt and Road” joint constructioncountries, especially the elites in various fields from ASEAN, South Asia and Centraland Eastern European countries . Through seminars and in-depth practical partof visits to China National Offshore Oil Corp and China Railway ConstructionCorporation Limited , the student will fully understand the "The Belt andRoad initiative", especially the new achievements, new policies and newinitiatives of the Facilities Connectivity. This program will increase thelevel of facilities construction between China and the “B & R” jointconstruction countries, and promote management of facilities.

Curriculum Introduction
The curriculum comprises two modules:
Seminars. This module includes: People toPeople Bond in the Construction of “The Belt and Road”; InfrastructureConstruction of “The Belt and Road” and New Development
Opportunities for Southeast Asian Countries;Infrastructure Construction Project Management and Investment Operation; TransportationFacility Construction of “The Belt and Road”; Practical Application of FIDIC contractin International Construction Project Management; Assistance of Transnational IndustrialPark on the Infrastructure Construction of “The Belt and Road”; and so on.
Visit and Investigation. This moduleincludes: visiting China National Offshore Oil Corp and China RailwayConstruction Corporation Limited.

Expert
We will invite leaders and experts from CCCWS,IGSNRR, CFIE, Sino Great Wall Co., Ltd., Tsinghua University and so on. TheLanguage is Chinese and will be translated in English with simultaneousinterpretation.
Qualification
Governmentofficials, business elites, experts, scholars, and talents in various fieldsfrom the "Belt and Road" co-construction countries , especially ASEAN,South Asia and Central and Eastern European countries .
The total numberof trainees in the program is not more than 35, and each country no more than 6trainees in principle.
Fee
Students are provided with accommodation,catering, study training, and study tours during their studies.
