關於共同防範境外新冠肺炎疫情輸入的通告
當前我市疫情防控形勢平穩可控、持續向好，但境外疫情明顯升級、迅速蔓延，國內、省內已發生多例境外輸入病例，嚴防境外疫情輸入已成為我市當前疫情防控工作中的重中之重。為加強群防群治，共同防範境外新冠肺炎疫情輸入，做好境外來清返清人員的健康服務工作，現將有關事項通告如下：
一、境外來清返清人員確定近期來清返清行程計劃後，本人、親友或接洽人員（單位）須立即將其個人信息（含個人基本情況、入境時間、途經口岸、返回航班車次、聯繫方式）向所在居（村）委會或派出所報告。
二、境外來清返清人員必須配合空港口岸和屬地疫情防控指揮部的防控工作，如實報告個人健康狀況和14天內外國旅居史、與有新冠肺炎症狀患者接觸史等情況，自覺接受健康檢測，積極配合轉運工作，並在抵達目的地後立即按相關最新規定接受14天隔離醫學觀察，以及向所在居（村）委會或派出所報告。
三、全市各社區（村居）、單位必須對本社區（村居）、本單位境外來清返清人員進行排查，及時向當地疫情防控指揮部通報。若發現有境外來清返清人員未按規定接受隔離醫學觀察，或未向所在居（村）委會、派出所報告的，應立即向當地防控指揮部報告。全市各社區（村居）、單位應主動向本社區（村居）、本單位境外來清返清人員如實說明我市疫情概況，普及疫情防控知識，解釋我市各項疫情防控措施。
四、酒店、賓館、旅店、民宿等場所以及市民如發現有境外來清返清人員未按規定接受隔離醫學觀察，或未向所在居（村）委會或派出所報告的，應立即向所在居（村）委會或派出所報告。
五、境外來清返清人員14天隔離期滿以後，在清期間務必做好自我防護，勤洗手、不串門、不集聚、少外出，外出要戴口罩，遵守當地各項防控工作要求。如果出現發燒、乾咳、乏力等症狀，請第一時間戴好口罩，儘快到最近的定點醫院發熱門診排查治療。如果到藥店購買退燒、止咳類藥物，請如實向店員報備有關信息。藥店工作人員進行體溫測量、詢問防疫相關信息時，請配合並如實回答。
六、境外來清返清人員、親友或接洽人員（單位）如故意隱匿、瞞報其健康狀況、外國旅居史以及與有新冠肺炎症狀患者接觸史等信息的，或其在隔離觀察期間違反規定私自外出，導致疫情傳播或造成不良後果的，依法追究相關人員（單位）法律責任。
本通告自發布之日起實施，在疫情防控期間有效。對所有從境外（不含港澳臺）經廣東口岸入境的人員、經港澳臺地區和省外口岸入境來清且來清前14天內有外國旅居史的人員，以及持港澳通行證、回鄉證等從港澳地區往返內地且入境來清前14天內有外國旅居史的人員，無論外國公民還是中國公民，均適用此通告。

Announcement of Qingyuan COVID-19 Prevention and Control Command Office
for Joint Prevention of Imported Cases
of COVID-19 from Abroad
At present, the situation of COVID-19 prevention and control in Qingyuan is stable, manageable, and continues to improve. However, other parts of the world are seeing worsening situations with rapid spread of the virus. There have been multiple imported cases in China and in Guangdong province. Therefore, it has become a top priority for Qingyuan to strictly prevent imported cases of COVID-19 from abroad. In order to strengthen the efforts of the public to prevent the imported cases of COVID-19 from abroad and provide good health services to inbound travelers visiting or returning to Qingyuan, the relevant matters are hereby announced as follows:
1. For people planning to travel from abroad to visit or return to Qingyuan in the near future, they, their relatives, friends or contact persons (units) shall immediately report to the community (village) committees or police stations of their places of destination in Qingyuan the following information: their basic personal information, their entry time, ports to go through on the trips, flight numbers and contact information).
2. Inbound travelers visiting or returning to Qingyuan shall cooperate with the prevention and control efforts of the airport and local COVID-19 prevention and control command office by reporting in all honesty their personal health status, travel and residence histories in other countries, contact histories with patients having symptoms of COVID-19 and other relevant information within 14 days prior to the arrival. They should also take health tests performed by the working staff and then be transferred to their destinations, where they shall start a 14-day home-based or centralized quarantine for medical observation. They shall also report their status to their local community (village) committees or local police stations.
3. All communities (villages) and units in the city must check the local communities (villages) for inbound travelers visiting or returning to Qingyuan, and report to the local COVID-19 prevention and control command office in time. Immediate report should be made to the local COVID-19 prevention and control command office if an inbound traveler visiting or returning to Qingyuan is found not following the 14-day quarantine rule or fail to report his or her status to the local community (village) committee or police station. The community committees (village committees) and units in the city are also responsible for proactively walking inbound travelers visiting or returning to Qingyuan through the city’s COVID-19 situation, the knowledge for COVID-19 prevention and control and the combating measures taken by the city.
4. Hotels, hostels, guesthouses and other places as well as the citizens shall report to the local community (village) committee or police station when finding inbound travelers visiting or returning to Qingyuan not following the 14-day quarantine rule.
5. It is strongly advised that inbound travelers visiting or returning to Qingyuan take protective measures after the 14-day quarantine. Please wash hands frequently, stop visiting others, avoid gathering, go out less, wear a face mask when going out and comply with the local requirements for COVID-19 prevention and control. In case of fever, dry cough, fatigue and other symptoms, wear a face mask as soon as possible and go to the fever clinic of the nearest designated hospital for investigation and treatment. When buying anti-fever and cough medicine in a drugstore, please report the relevant information to the clerk truthfully. When the staff of the drugstore take the body temperature and ask for the information concerning COVID-19 prevention, please answer truthfully.
6. Inbound travelers visiting or returning to Qingyuan will be investigated for legal responsibilities and shoulder all treatment costs should they be confirmed with COVID-19 if they, their relatives, friends or contact persons (units) intentionally conceal, underreport their health status, travel and residence histories in other countries, contact histories with patients having symptoms of COVID-19, or go out without permission in violation of the 14-day quarantine rule, causing the spread of the virus or adverse consequences.
This announcement shall take effect on the date of release and remain effective during the period of COVID-19 prevention and control. It applies to people regardless of nationalities, including inbound travelers from abroad (excluding Hong Kong, Maocao, and Taiwan) entering Chinese Mainland via Guangdong ports, travelers entering Qingyuan via Hong Kong, Maocao, Taiwan or ports of other provinces who have travel or residence histories in other countries within 14 days prior to the arrival in Qingyuan, and travelers with Exit-Entry Permit for Traveling to and from Hong Kong and Macao or other permits who visit or return to Qingyuan from Hong Kong or Maocao while having travel or residence histories in other countries within 14 days prior to the arrival in Qingyuan.

칭위안시 전염병 방역 지휘부 사무실 신종 코로나바이러스 감염증 유입 예방에 관한 통지
현재 칭위안시의 신종 코로나바이러스 감염증（코로나19）예방ㆍ통제 상태는 안정적이
고 통제가능하며, 지속적으로 좋아지고 있다. 그러나 국외 코로나 사태가 점점 확산되고 있고, 확진자 수도 끊임없이 늘어나는 추세가 보인다. 국내·광동성내에서 많아진 유입 환자로 인하여 국경과 국외의 전염병에 대한 엄격한 유입 예방은 우리 시의 현재 전염병 방역 업무 중 가장 중요한 점이 되었다. 전염병 예방·통제 위한 사회 전반적인 노력을 강화하고 국외로부터의 유입 전파 방지에 전력을 다하며, 국외에서 온 사람들에 대한 건강 서비스 업무를 철저히 하기 위하여 관련 사항을 다음과 같이 알려드립니다.
첫째, 가까운 시일내에 국외에서 칭위안으로 올 계획을 가진 인원들이 계획을 확정한 후, 본인, 친지 또는 관계자(단체ㆍ기관등의 단위)는 지체 없이 그 개인 정보(개인의 기본 상황, 입국시간, 입국경로, 항공편ㆍ차편, 연락처를 포함)를 주민위원회(촌민위원회)나 경찰 파출소에 보고해야 한다.
둘째, 외국에서 칭위안으로 온 인원은 반드시 공항ㆍ항구와 전염병 방역 지휘부의 방역 업무에 협조해야 하고 개인의 건강상태와 14일 이내의 해외 체류내역, 신종 코로나바이러스 폐렴 환자와의 접촉내역 등을 그대로 보고하고 건강 검진을 받으며 이동ㆍ운송 업무에 적극적으로 협력해야 한다. 그리고 목적지에 도착하는 즉시 규정에 따라 14일간 자가격리 하거나 집중격리 의학관찰을 받으며 주민위원회(촌민위원회)나 경찰 파출소에 보고해야 한다.
셋째, 칭위안시 각 구역(주민위원회ㆍ촌민위원회) ㆍ단위는 반드시 본 구역(주민위원회ㆍ촌민위원회)ㆍ본 단위의 국외에서 온 인원을 조사하여 현지의 전염병 방역 지휘부에 즉시 보고해야 한다. 만약 국외에서 칭위안으로 온 인원이 규정에 따라 격리 의학 관찰을 받지 않거나 소재지 주민위원회(촌민위원회)ㆍ경찰 파출소에 보고하지 않는 것이 발견될 경우 즉시 현지 전염병 방역 지휘부에 보고해야 한다. 입국 인원에게 칭위안시 방역 상황ㆍ방역 조치를 설명하고 방역요령을 알려줘야 한다.
넷째, 호텔·모텔·여관·민박 등의 장소 관계자와 시민들은 국외에서 칭위안으로 온 인원이 규정에 따라 격리 의학 관찰을 받지 않거나 주민위원회(촌민위원회)나 경찰 파출소에 보고하지 않은 사실을 발견하면 지체없이 주민위원회(촌민위원회)나 경찰 파출소에 보고해야 한다.
다섯째, 국외에서 친위안으로 돌아온 인원들이 칭위시에서 14일간 격리 헤제한 후에도 손을 자주 씻고 나들이·모임에 참석하지 않으며 외출을 자제하고, 부득이하게 외출 시 꼭 마스크를 착용하며 현지 방역 업무의 지시에 따라야 한다. 만약 발열, 무기력, 기침등 이상 증상 발현시 가장 먼저 마스크를 착용하고 가능한 빨리 지정병원의 발열 클리닉으로 내원하여 선별치료를 받아야 한다. 약국에서 해열제, 기침약 등을 구매하는 경우, 점원에게 관련 상황을 사실대로 알려줘야 한다. 약국 점원이 체온을 측정하거나 관련 방역 정보를 원할 때 요구에 협조해야 한다.
여섯째, 외국에서 친위안으로 온 인원, 친지 또는 관계자(단체ㆍ기관등의 단위)는 그 인원의 개인 정보(건강상태, 해외 체류내역, 신종 코로나바이러스 폐렴 환자와의 접촉내역 등을 포함)를 고의로 숨기는 경우, 또는 외국에서 친위안으로 온 인원이 격리 관찰 기간 동안 규정을 어기고 몰래 외출해서, 신종 코로나바이러스 감염증이 전파되거나 나쁜 결과를 초래하는 경우, 법에 따라 그 인원과 관계자(단체ㆍ기관등의 단위)에게 법적 책임을 지게 할 것이다.
본 통지는 발표한 날부터 실시되며, 전염병 방역 기간 동안 유효하다. 외국에서 광동을 거쳐 칭위안에 입국하는 인원들, 홍콩, 마카오, 대만 혹은 다른 성을 거쳐 칭위안으로 온 사람 중 14일 이내에 외국에 체류한 경험이 있는 인원들, 홍콩ㆍ마카오 통행증, 귀향증 등을 가지고 오가며 14일 이내에 국외를 방문한 경험이 있는 인원들은 외국인과 중국국민을 막론하고 모두 적용된다.
