We need to encourage this kind of change all across America. We need to reward the reforms that are driven not by Washington but by principals, teachers and parents. That's how we will make progress in education-not from the top down, but from the bottom up. And that's the guiding principle of the Tace to the Top competition my administration started two years ago.我们需要在全美推行这种教育理念的改变。我们要奖励的不是由政府而是由校长、老师和家长所推行的改革。这是我们取得教育进步的必由之路，这条路不是自上而下，而是自下而上。这也是两年前我领导政府发起全美“迈向巅峰”毕业挑战赛的核心选择。
