眾所周知，中印都是人口大國，擁有著十三四億的人口，龐大的人口就需要強大的公共交通系統來支撐。鄧小平曾經說過，要想富先修路，一切商業行為都是建立在溝通和運輸的基礎上的。因此，中國曆經幾十年幾代人的努力，最終創造出了世界級的鐵路網絡，如今中國擁有超過13萬公里的鐵路，位居世界第二，其中高鐵2019年末將達到3.5萬公里，位居第一，超過其他國家總和。印度則以7.1萬公里位居第三，但如果以印度的國土面積計算，事實上印度比中國的鐵路密度還要高的多。
印度鐵路始建於1853年，英國東印度公司在印度修築了第一條鐵路，目前印度的大部分鐵路網絡實際上都是英屬殖民時期建設的，印度獨立後並沒有持續修建更多鐵路。因此印度鐵路因年久失修，每年都會發生多起交通事故。2016年，因一輛火車脫軌造成146人喪生，給印度敲響了警鐘，從此印度決定修建高鐵來逐漸代替老的鐵路系統。
由於印度不具備這方面的技術能力，於是便開始招標，最終日本企業為印度高鐵項目提供80%幾乎無償的優惠貸款為代價勝出，承接了該項目。但好景不長，在印度修建高鐵遇到的阻礙遠超日本企業的預期，至2017年開工以來，兩年後的今天，建設高鐵所需的1400公頃土地，只徵得0.9公頃，按照這個進度，恐怕印度要等到2800年以後才能建成。因此日本銀行目前已經停止為印度發放第二階段的貸款。
