糧食部於1967年10月13日發出糧農字第186號《關於發行1966年新版全國通用糧票的通知》，正式啟用了在修正1965年版錯誤的基礎上而增印的1966年版糧票。至於這種說法是否正確，無從考證，不過1965年版成為公開發行的錯版糧票道是不爭的事實。與1965年版一樣，1966年版的全國通用糧票也存在著有水印和無水印兩種版別。不同的是半斤和一斤均沒有水印版，而五斤這枚因水印圖案不同又衍生成大小實心五角星和空心五角星加麥穗兩種版別。讓人費解的是該套票的實票在現實中存量可謂是天文數字，可票樣卻難得一見。

The difference is that there are no watermarking versions in half a kilogram and one kilogram, while the five kilograms are derived from the different watermarking patterns into two editions: solid Pentagon and hollow pentagon. What is puzzling is that the real ticket stock of the package is astronomical in reality, but the ticket samples are rare.
