新津縣是成都市下轄縣，位於四川盆地西部，成都市南部。新津縣東接雙流區、南瀕眉山市、西臨邛崍市、北靠大邑縣和崇州市，距成都市區28公里,距雙流國際機場18公里,距天府國際機場58公里。2017年新津城市規劃提出“一心三片、組團佈局”的城市形態新格局，重點強調“兩山望五津、一帶匯一廊”。戰略定位為“成南副中心、濱江花園城”。
Lies against the mountain while faces the waterfront, the Nanhe riverside park locates along the banks of the river in the old town of the county and occupies a total 2900 Chinese acre waterfront area, it is regard as an unobstructed scenery corridor from the old town to the Changqiushan Mountains, which contributes to the 2017 strategic planning of“South sub-center, Riverside garden city”and a conglomerate structured city featuring “One core and Three districts”of Xinjin county.
南河濱河公園位於我縣老城區南河兩岸，佔地約2900畝，項目所在地背山面水，是老城眺望長秋山的視線通廊。
岷江濱河公園位於我縣“五河匯聚”的岷江兩岸，佔地約4000畝，項目所在地山水兼備，自然環境優良，最能體現新津“五津匯流”的特色水系格局。
Minjiang riverside park locate along the banks where five rivers and tributaries meet and merge into Minjiang river, it occupies a total 4000 Chinese acre waterfront area and features mountain and water landscape with fine nature environment which reflect the “five river junction” hydrology character of Xinjin.
1.4 徵集目的

By inviting teams of architects, landscape designers from all over the world. This competition is aiming at collecting ideas to provide inspiring, achievable as well as technologically advanced solution of accessible city open spaces in accordance to conservation of high ecological sensitivity.
1.5 設計範圍
1.5 Scope of design
本項目佔地約6900畝，設計範圍為徵集人劃定範圍內的總體設計，含總體定位、用地佈局、功能佈局、空間形態、公共配套設施、業態佈局、風貌管控等子系統設計。具體設計範圍和設計要求詳見第二部分設計任務書。
The Design is on a specified 6,900 Chinese acre site and shall include concept positioning, layout arrangement, space forming, and sub-systems include public facilities, commercial distribution, architecture style control etc. Part II Design Specification For Detailed requirement.
1.6 設計深度
1.6 Depth of design
本次徵集的設計深度為概念設計方案深度。獲得本次徵集的中選設計機構負責完成本項目的公園概念設計方案，並根據專家及部門意見進行修改和完善。同時須配合徵集人提供後期的諮詢服務，並根據徵集人要求出具書面意見。

The submission should be at the depth of concept design. The winner of the competition will be in charge of promoting the proposal and later advisory co-operating with the competition organizer in reference to the requirements of authorities and experts.

二、徵集規則
II. Competition Rules
本次徵集工作分為三個階段進行：第一階段為公開報名；第二階段確定初選入圍3家設計機構；第三階段為複選評選出概念設計方案第一名、第二名、第三名設計機構。
he competition is divided in 3 stages:Global registration submission and first jury, 3 entries will be shortlisted. Second jury, First Prize,second Prize and third Prize qualified.
2.1 第一階段——報名及參選保證金繳納
2.1 First stage— Registration
2.1.1 應徵設計單位資格要求
2.1.1 Eligibility
1)應徵設計單位資格要求：須具備如下條件之一
1)The entrants must satisfy one of the conditions blow
A.應徵設計單位為國內機構的，須為獨立法人，並具有城鄉規劃編制甲級資質或建築行業（建築工程）設計甲級資質或景觀設計甲級及以上資質；
A.Domestic participant must be separate legal entity with urban and country planing, architecture or landscape Jia-class certification.
B.應徵設計單位為境外機構的，須在其所在國家或地區具有合法營業及設計許可；
B.Foreign participants must be officially recognized architect firms or landscape designers in their home country;
C．應徵設計單位為港、澳、臺機構的，須在其所在地區具有合法營業及設計許可；
C．Participants from Hong Kong, Macao or Taiwan must be officially recognized architect firms or landscape designers by their authorities;
D．本項目不接受聯合體參選。
D．Unions are not accepted by this competition.
2.1.2報名時間及地址

2.1.2.1報名時間：2018年6 月7日至2018年6 月13日（上午9:00-12：00;下午14：00-17：00時）。

（2）報名資料：應徵設計單位在報名參加方案應徵時按應徵設計單位資格要求提交報名資料。

2.1.3 參選保證金提交和退還

（1）應徵設計單位應在開標截止時間2018年7月9日12時00分前提交人民幣30000元（叄萬元整）參選保證金，參選保證金應從基本賬戶一次性劃入以下指定帳戶：
（1）Participants shall submit 30000RMB(4695.00 USD) to this bank account before 12:00pm June 9th 2018.(Beijing Time)。

（2）對於未進行參選複審方案設計的應徵單位，10個工作日內退還參選保證金；

（3）對於參選複審方案設計的應徵單位，經評審委員會確定本次方案徵集中選應徵設計單位，並與徵集人簽訂合同後10個工作日內退還參選保證金；

（4）若應徵單位在通過資格審查並參加方案設計的，未能按時遞交設計成果，則該單位的參選保證金不予退還。
