II. Submission Regulations
本次徵集工作分為三個階段進行：第一階段為公開報名；第二階段確定初選入圍3家設計機構；第三階段為複選評選出概念設計方案第一名、第二名、第三名設計機構。
The competition is divided in 3 stages:Global registration submission and first jury, 3 entries will be shortlisted. Second jury, First Prize,second Prize and third Prize qualified.
2.1 第一階段——報名及參選保證金繳納
2.1 First stage— Registration
2.1.1 應徵設計單位資格要求
2.1.1 Eligibility
1）應徵設計單位資格要求：須具備如下條件之一
1）The entrants must satisfy one of the conditions blow
A.應徵設計單位為國內機構的，須為獨立法人，並具有城鄉規劃編制甲級資質或建築行業（建築工程）設計甲級資質或景觀設計甲級及以上資質；
A.Domestic participant must be separate legal entity with urban and country planing, architecture or landscape Jia-class certification.
B．應徵設計單位為境外機構的，須在其所在國家或地區具有合法營業及設計許可；
B. Foreign participants must be officially recognized architect firms or landscape designers in their home country;
C．應徵設計單位為港、澳、臺機構的，須在其所在地區具有合法營業及設計許可；
C. Participants from Hong Kong, Macao or Taiwan must be officially recognized architect firms or landscape designers by their authorities;
D．本項目不接受聯合體參選。
D. Unions are not accepted by this competition.
2.1.2報名時間及地址
2.1.2 Schedule and submission address
2.1.2.1報名時間：2018年6 月7日至2018年6 月13日（上午9:00-12：00;下午14：00-17：00時）。
Registration date and Deadline: June 7st 2018-- June 13th 2018 9:00-12:00 14:00-17:00(Beijing Time).
2.1.2.2報名方式：現場報名。
2.1.2.2 On-site Registration required.
（1）現場報名地點：成都勵精工程項目管理有限公司（成都市成華區三友路217號3樓招標部）；
（1）Address Chengdu Lijing Engineering Project Management Co,. LTD Tendering Dpt,3rd floor, 217 Sanyou Rd. Chenghua District,Chengdu.
（2）報名資料：應徵設計單位在報名參加方案應徵時按應徵設計單位資格要求提交報名資料。
（2）Submission Requirement: Participants shall register according to their architect or landscape certifications.
2.1.3 參選保證金提交和退還
2.1.3 Registration Fee: submit and return
（1）應徵設計單位應在開標截止時間2018年7月10日12時00分前提交人民幣30000元（叄萬元整）參選保證金，參選保證金應從基本賬戶一次性劃入以下指定帳戶：
（1）Participants shall submit 30000RMB(4695.00 USD) to this bank account before 12:00pm June 10th 2018.(Beijing Time)。

（2）對於未進行參選複審方案設計的應徵單位，10個工作日內退還參選保證金；
（2）Participants not verified by the organizer,registration fee will be returned in 10 working days.
（3）對於參選複審方案設計的應徵單位，經評審委員會確定本次方案徵集中選應徵設計單位，並與徵集人簽訂合同後10個工作日內退還參選保證金；
（3）Participants verified by the organizer, after sign the contract with the organizer, registration fee will be returned in 10 working days.
（4）若應徵單位在通過資格審查並參加方案設計的，未能按時遞交設計成果，則該單位的參選保證金不予退還。
（4）Participants verified by the organizer and not complete submission on time, registration fee the will not be returned.
2.1.4應徵文件遞交時間、地址：

2.1.5 徵集公告發布媒體
2.1.5 Announcement of the Competition
本公告將在《中國招標投標公共服務平臺》（http://www.cebpubservice.com/）、《新津縣公眾信息網》（http://www.xinjin.gov.cn/）、《中國採購與招標網》（https://www.chinabidding.com.cn/index.html）發佈公告。
This competition will be announced on China Tendering And Bidding Public Service Platform（http://www.cebpubservice.com/） and Xinjin County Public Information site（http://www.xinjin.gov.cn/）and www.chinabidding.com.cn(https://www.chinabidding.com.cn/index.html).
