Over the years, central and local governments have issued a variety of policies aimed at social and economic development that have failed to be properly implemented. These well-intentioned but "dormant" policies are known as zombie policies.
近年來，國家和地方政府出臺了多項針對社會和經濟發展的政策，但都沒有得到切實的實施。這些用心良苦卻陷入"休眠"的政策被稱為"殭屍政策"。
➤ 這些政策未能得到有效實施(failed to be effectively implemented)有很多的原因。一些政策制定者(policymakers)只是擬定了政策的粗略框架(only draw up the rough framework)，而並沒有詳細說明應該如何實施，從而使政策執行難。
➤ 各項政策之間的關係也沒有理順(the relationships among various policies are not straightened out)，一些新政策與其他現行政策相悖(some new policies are in contradiction with other existing policies)。除此之外，部分政策缺少可行性(lack feasibility)，只是地方決策者的衝動決定(impulsive decision)。
➤ 這些"殭屍政策(zombie policies)"不僅對企業和公眾無益(can hardly benefit the enterprises and the public)，反而破壞了政府的權威和信譽(undermine the government's authority and credibility)。此外，它們還破壞了當地營商環境(local business environments)，拖累社會和經濟發展。
➤ 為了公眾和企業的利益，所有"殭屍政策"都應儘快被清理，實施或改進(all the zombie policies should be cleaned up, implemented or improved)。與此同時，還需建立監督機制(supervision mechanism)，確保未來政策的有效實施。

China's e-commerce giant Alibaba initiated its 2020 Green Logistics project on all of its platforms, vowing to ensure all its bags are biodegradable and all cartons can be recycled by 2020.
我國電商巨頭阿里巴巴近日在其旗下所有平臺上啟動"綠色物流2020計劃"，承諾到2020年，其所有的快遞袋都能生物降解，所有箱子都可回收重複利用。
➤ 據稱其它電商和物流公司(logistics companies)也將效仿阿里巴巴推出類似的綠色物流(green logistics)計劃。監測數據顯示，各大快遞企業(express enterprises)去年共處理400.6億件快遞(handled a total of 40.06 billion deliveries)，同比增長28%，共消耗了192億個箱子(cartons)、58億個編織袋(woven bags)、150億個塑料袋(plastic bags)和300多億米的包裝膠帶(packaging tape)。
➤2016年8月，國家郵政局出臺了《快遞業發展綠色包裝方案》(a plan on advancing green packaging in the express delivery industry)，2017年11月，國家郵政局、國家發改委、科技部、環保部等十個部級單位(ministerial-level departments)又聯合發佈了《關於協同推進快遞業綠色包裝工作的指導意見》。
➤業內專家稱，政府仍需制定綠色物流國家標準(draw up a national standard for green logistics)，這有助於實現不同企業間物流技術、產品和服務的兼容互通，促使企業加強在新技術、新模式研究和開發方面的合作，從而使其服務更具環境友好性(to boost the environmental friendliness of their services)。

Tianjin's catering industry association has approved a cooking standard of the city's renowned snack known as jianbing guozi, or deep-fried dough sticks rolled in a thin pancake.
近日，天津市餐飲行業協會批准了天津名小吃煎餅餜子的製作加工技術規範。
➤ 這份標準規定了天津煎餅餜子的術語與定義、原、輔料要求、製作場所及設備要求、加工過程衛生及人員要求、製作工藝要求、標識、包裝、運輸與貯存等內容。
❶ 天津煎餅餜子的原料(ingredients)是綠豆麵(mung bean flour)、小米麵(millet flour)、雞蛋、麵粉等；
❷ 輔料(dressings)包括麵醬、蔥末(chopped scallions)、辣醬(chili sauce)、腐乳(醬豆腐)、芝麻；
❸ 餜子又稱油條(deep-fried dough sticks)；餜箅兒是油炸面制食品，薄、脆，形狀方形；
❹ 刷子攤成的薄餅直徑應在38-45cm；
❺ 成品建議兩小時內食用(to be consumed within 2 hours)。
➤ 此舉引發了大量討論，網友質疑是否有必要為煎餅餜子制定統一的製作標準(unify the cooking standards)。
➤ 煎餅餜子分會秘書長宋冠鳴在接受中國日報採訪時表示，煎餅餜子作為中國知名小吃(renowned Chinese snack)在天津已有600年的歷史，而且已經成為世界各地都喜愛的一種美食(become a favorite gourmet flavor worldwide)。
➤"但我們的目的並不是把煎餅餜子做成肯德基這樣的標準化快餐。我們只是希望更好地規範這一歷史悠久的天津名吃的加工過程、製作工藝和食品衛生(better regulate the cooking process, techniques and health safety for the time-honored Tianjin snack)。"

This year, "majia xian" or firm abs become the goal of Chinese women's pre-summer workouts, CNN reported.
據美國有線電視新聞網報道，今年，"馬甲線"成為中國女性在夏季來臨前的鍛鍊目標。
➤ 報道稱，除了那些在公園跳廣場舞的大媽(aunties square-dancing in the park)和一些在旁邊練太極的人(tai chi practitioners)，鍛鍊並非中國文化的一部分。
➤ 但如今，這種狀況正在改變，"馬甲線(flat and firm abs, abdominal muscles)"已成為社交媒體熱搜話題，是許多中國女性今夏的目標。由於健美的腹部肌肉輪廓(the outline of well-toned abdominal muscles)看起來像一件馬甲，中國人把腹肌叫做馬甲線。
