光绪二十六年(1900年)，福建都督崇善奏准在福州设立"福建官钱局"，铸造银角•光绪二十八年(1902年)，经度支部批准，成立福建官局，制造铜元• "光绪元宝"龙洋。1906年改名"度支部造币闽厂"辛亥革命时期.福建都督孙道仁委派陈扬铭接管前清官银局并恢复造币闽厂, 率先鼓铸"福建通宝"制钱, "福州都督府造"。
