各位在珠的中国公民和外国侨民：
新冠疫情发生以来，珠海坚决贯彻党中央、国务院的决策部署，根据广东省委、省政府的工作要求，始终把在珠人员的生命安全和身体健康摆在第一位，依法、科学、有序开展疫情防控工作。在大家的共同努力下，我市疫情防控持续向好态势不断拓展。
当前，“外防输入、内防反弹”压力仍然很大，需要我们勠力同心、同舟共济、共战疫情。为此，我们谨向在珠的中外人士特别声明：
一、珠海采取了全面、严格的防控措施，依法依规、严格执行无差别的健康管理服务措施，对所有在珠的中国公民和外国侨民一视同仁，对所有国家在珠侨民一视同仁。
二、坚持人文关怀，在实施疫情防控措施和健康管理服务时，充分考虑中外人士的合理关切，提供必要的保障和协助，切实保障合法权益。
三、为有效防控传染病传播，根据中国有关法律法规，在珠的中国公民和外国侨民均有义务配合各级政府和相关部门实施防疫抗疫措施，违反法律法规将承担相应的法律责任。
四、在开展疫情防控工作中，我们反对任何针对特定人群的差异性做法，对歧视言行零容忍。
五、任何单位和个人不得因国籍、种族、性别、肤色等原因限制或拒绝特定人群入住酒店、租住房屋，以及出入社区、商场、公园等公共场所。
六、任何单位和个人不得因国籍、种族、性别、肤色等原因限制或拒绝特定人群搭乘公交车、出租车等公共交通工具；不得拒绝对特定人群提供理发、购物、餐饮等日常生活服务。
七、任何单位和个人不得因国籍、种族、性别、肤色等原因对特定人群前往医疗机构就医采取区别对待和歧视性做法。
八、在疫情防控期间，请在珠中外人士通过官方渠道、权威媒体了解疫情防控信息，理性看待、正确判断。
九、所有在珠人员应继续加强自我防护，保持良好的卫生习惯。尽量避免前往人员密集的场所，减少聚会聚餐等集体活动。公共场所请正确佩戴口罩，若出现发热、咳嗽、胸闷、乏力等症状，须佩戴口罩到就近发热门诊就诊，如实告知医生自己14天内的出行史。

United as one and triumphant we will stand
Dear Chinese and foreign nationals in Zhuhai,
Since the outbreak of COVID-19, Zhuhai has been implementing with firm resolve the strategic decisions of the Central Committee of the Communist Party of China and the State Council, and adhering to the requirements of Guangdong Provincial Committee of the Communist Party of China and Guangdong Provincial People’s Government. Taking the safety and health of everyone in Zhuhai as our top priority, we have tried our best to ensure effective and orderly implementation of COVID-19 prevention and control measures based on science and laws. Through unremitting endeavour made by everyone in Zhuhai, positive trend in preventing and controlling COVID-19 has been constantly consolidated and expanded.
At present, we are still faced with great pressure of guarding against imported cases and domestic resurgence. We must work together if we want to win this battle. Hence, we would like to state the following:
A. Zhuhai has taken comprehensive and strict prevention and control measures, and has strictly applied undifferentiated health management service to both Chinese and foreign nationals in Zhuhai in accordance with laws and regulations. All foreign nationals in Zhuhai are treated equally.
B. Humanistic care is provided when implementing epidemic prevention and control measures and offering health management service. We give full consideration to reasonable concerns of Chinese and foreign nationals and provide necessary guarantee and assistance to effectively protect their legitimate rights and interests.
C. All Chinese and foreign nationals in Zhuhai are obliged to cooperate with governments at all levels and relevant departments to implement prevention and control measures according to Chinese laws and regulations. Those who violate the laws or regulations shall be held accountable.
D. We firmly oppose any discriminatory practice against specific individual or group, and allow zero tolerance for discriminatory remarks and deeds.
E. Any organization or individual shall not restrict or refuse providing hotel accommodation and renting houses to any specific group of people because of their nationality, race, gender or skin colour. Nor should they be denied free access to such public venues as local communities, shops and parks.
F. Any organization or individual shall not restrict or turn away any specific group of people from taking buses, taxis or other public transportation because of their nationality, race, gender or skin colour, and shall not refuse to provide daily services including hair cutting, shopping and catering for them.
G. Any organization or individual shall not apply differentiated treatment or discriminatory practices to any specific group of people because of their nationality, race, gender or skin colour when they are seeking medical care in medical institutions.
H. In this special period of time, we encourage all Chinese and foreign nationals in Zhuhai to obtain the latest information concerning epidemic prevention and control from authoritative sources, and to maintain a rational and objective attitude.
I. All Chinese and foreign nationals in Zhuhai should continue to improve self-prevention and protection, maintain good habits and pay close attention to personal hygiene. Avoid crowded places, parties and group activities. Correctly wear a mask in public areas. If anyone has symptoms of fever, cough, breathing difficulty or fatigue, please go to a designated hospital with a mask on and share previous travel history within 14 days with the doctor.
J. We provide assistance for foreign nationals in Guangdong who have any reasonable request concerning epidemic prevention and control. Our multilingual service hotline 1258088 is 24-hour available.
