Agree or disagree: Only effective way for government to encourage energy conservation is to increase price of gasoline and electricity.
這是822托福考試的題目，明顯是一道"政策類"的題目，分析題目得知主體為政府，目的是鼓勵能源的節約，政策是提高汽油和電的價格，限定條件是Only effective way。由於有這一限定條件存在，其實完成這個題目有多種方法，第一種寫法如下：
寫法1. 這個政策沒有所想的效果，可能還有反效果：
提綱範例：
1.It seems reasonable to simply enhance the price of gasoline and electricity to pass the recognition of energy conservation to the public, as under the implementation of such policy the same amount of money would fetch a reduced number of energy to use. However, the real situation is much more complex, and the proposed strategy would probably not be effective as expected and adversely may result in negative consequence.
2.As the most widely used formats of energies in current days, the usage of gasoline and electricity would not get reduced even the price is highly promoted by the government. 這段可以分別寫這兩種能源的使用問題，比如油價上升了，汽車製造商為了汽車還能賣出去就會削減汽車的價格，從而可能有更多的人去買車，所以對汽油的消耗反而沒有下降； 電的使用不僅跟人們的生活息息相關，也和生產相關, 增長電費會降低生產量從而影響經濟，所以這個其實是難以實現的，一點也不effective。
3.To ensure both an unchanged life style and stable costs on energy, people may tend to use the resources of the public and institutes, which may even waste more energy instead of conserving it, going inversely towards the aim of the proposed policy. 開公家車，加公家油，用公家電等等，你們懂的。
寫法2. 這個政策有效果，但卻不是唯一:
提綱範例：
1.The proposed policy would be efficacious, since when people realize they need to spend more on fetching the same amount of energy, they would reduced the usage of such necessity to ensure a stable living cost. 這段寫政策有效。
2.Popularization towards the enhancement of people’s awareness should also be considered and implemented by the government for resolving the energy waste issue at the source. 宣傳提高人們的意識。
3.It is necessary for government to invest more projects which are relevant to both the enhancement of energy usage efficiency and exploration of new types of energy. 投資做研究提高能源使用效率，開發新能源。
寫法3.
同意這個政策的唯一有效性，這個寫法留給大家自己去寫，提示：可以分開寫gasoline價格提升怎樣，electricity價格提示怎樣，及這一政策的實施可以促進人們的節約能源的意識，從而節約更多其他類型的能源。
