謂語說明主語的動作、行為或所處的狀態。通常由動詞的各種形式來充當。並且和主語在人稱和數上保持一致。
eg. There are 60% of the students who are against the idea of entrance fees.
=60% of the students are against the idea of entrance fees.
There are 45% of the people who enjoy reading newspapers.
=45% of the people enjoy reading newspapers.
= There are 45% of the people enjoying reading newspapers.
（一個句子只有一個謂語，若有兩個或兩個以上，須用非謂語、從句、連詞等進行弱化。）
並列謂語：We walked along that afternoon, did some shopping, ate on the street table, and laughedover my son’s funny facial expressions.
非謂語即是不能獨立作謂語的成分。如to do; doing; done. 具有動詞和名詞的某些特徵。
eg. The way the guests _____ (treat) in the hotel influenced their evaluation of the service.
(the guests were treated in the hotel 是定語從句，修飾前面的名詞way. 從句是個句子，怎能無謂語？)
比較：The news surprised me. 和 He looked at me, surprised.
(第一個句子的surprised 是句子的謂語；第二個句子的surprised卻是形容詞做狀語。)
